CPI - Allowable Levy Growth Factor for the 2015-16 Tax Levy Limit - January 16, 2015
The Average Annual Change in the CPI-U for 2014 was 1.62%, making the Allowable Levy Growth Factor for the 2015-16 Tax Levy Limit 1.62%. A key factor in calculating the tax levy limit is the allowable levy growth factor, which is the lesser of 1.02 OR (1+ the inflation factor), with a minimum of 1.0. According to the Bureau of Labor Statistics, the inflation factor, or the change in the CPI, for 2014 has increased by 1.62% (represented as .0162). This increase assigns 1.62% for the allowable growth factor.

The minimum wage in New York State increased to $8.75 on 12/31/14. Please also note that the rate will increase to $9.00 on 12/31/15. The New York State Department of Labor has information on the new minimum wage. Available on the website is information on required postings. To guarantee inclusion in the February 15th State Aid database file, all revisions to data reported on Forms A, FT, FB and the ST-3 in claim year 2014-15 should be submitted by January 15, 2015 using the State Aid Management System (SAMS). State aid projections associated with the final 2015-16 State Budget Agreement (due to be enacted by 4/1/15) will be based upon the February 15th database file. READ MORE >>

The Combined Fixed and Individualized Payment Schedule shows scheduled General Aid due to your district for the 2014-15 school year. The schedule includes estimated monthly payment information as well as estimated sustaining spring advance payment amounts and fall payments/advances made to districts. The schedule can be accessed through your district’s State Aid page (https://stateaid.nysed.gov/). Please utilize our 2014-15 State Aid Reconciliation spreadsheet to track state aid payments throughout the year and see a full description of the payment schedule here.

New IRS Mileage Rate is 57.5 Cents - December 18, 2014

Three Year Enrollment Summary Report Now Available for Review - December 16, 2014
The Three Year Enrollment Summary report is available for district data coordinators and State Aid Designees to access via the Information and Reporting Services Portal (IRSP – http://portal.nysed.gov). Information on accessing and using the IRSP can be found at http://www.p12.nysed.gov/irs/irs-portal/. The report displays three years of BEDS Day enrollment and free/reduced price lunch eligible counts (Fall 2012, Fall 2013 and Fall 2014) based on data reported to the Education Department via the SIRS and BEDS on-line data systems. It is critical that you review the counts on the Three Year Enrollment Summary report to ensure that they are accurate. READ MORE >>
Weather Related Closures - December 15, 2014
In order to retain Foundation Aid, school districts must be in session for all students, including students with disabilities, for not less than 180 days. Included in the 180 days are days on which attendance is taken, days on which Regents examinations, State Assessments or local examinations are given (including the June Regents Rating Day) and days on which superintendent's conference days are held.
