REMINDER: Updates to 2014-15 and 2015-16 Aid Data Due to SED by April 17th - April 7, 2015

SED will provide the Executive and the Legislature with another set of 2014-15 and 2015-16 aid estimates on May 15th. It’s important to note that the May 15th frozen file also determines 2014-15 June State Aid payment amounts. To guarantee inclusion in the May State Aid database file, all revisions to data reported on Forms A, FT, FB and the ST-3 should be submitted by April 17, 2015 using the State Aid Management System (SAMS). January Regents Days and June Superintendent’s Conference Day - April 2, 2015

The State Aid Unit has posted guidance on how to count and report session days for the week of January 26-30, 2015. This guidance provides information for those districts that had to re-schedule Regents exams in January due to weather conditions. The guidance is here. It has also now been determined that districts may schedule a Superintendent’s Conference day on Friday, June 26, 2015. Information is here.

Tax Freeze Efficiency Plans Sample Certifications - April 1, 2015

The Tax Freeze Efficiency Plans require certifications that your district will implement the described efficiencies and that those efficiencies will result in a calculated savings by the Superintendent and Chief Financial Officer, respectively. The Governor and the legislative leaders have come to an agreement on the state budget including state support for education. The statewide total increase in computerized aids is $1.299b. READ MORE >>

 

2015-16 State Budget Update - March 30, 2015

The governor and majority leaders announced a three-way deal on the state budget plan late Sunday evening. The official details of the school aid package including the actual increase in school aid and how the aid will be distributed including state aid runs have not been made available as of this morning. As soon as we have more information, we will let you know.

 

Tax Freeze Government Efficiency Plan Now Open - March 26, 2015

Registration for the Tax Freeze Government Efficiency Plans is now open at: http://www.budget.ny.gov/govEfficiencyPlans/govEfficiencyPlans.html. Included on the site are instructions, sample certifications, and the link for registering a plan.

Correction to 2012-13 4408 Education/Maintenance Aid on APR #4 - March 19, 2015

Due to a system issue, 2012-13 4408 Education/Maintenance Aid on APR #4 dated 03/04/15 included a duplicate payment of the 2012-13 4408 Education/Maintenance Aid on APR #1 dated 03/08/13. The STAC Unit’s ITS staff is working to correct this issue. The STAC Unit’s goal is to recoup these overpayments on a new APR to be run on or before June 30, 2015. READ MORE >>

 

Summer Transportation Cost Reporting for SWD on the ST-3 - March 18, 2015

Districts are required to report their July and August transportation expenditures for students with disabilities (SWDs) enrolled in summer Section 4408, summer Section 4201, and summer OPWDD Chapter 47, 66, or 721 programs in a prescribed section of the Special Aid Fund within the ST-3. Non-Allowable Pupil Decimal (NAPD) Worksheet for 2015-16 Posted - March 16, 2015

SED has posted this year’s Non-Allowable Pupil Decimal (NAPD) list: https://stateaid.nysed.gov/trans/napd1516.htm. School districts are required to submit this data every three years or if there have been changes to your district’s transportation policy (https://stateaid.nysed.gov/trans/napdchange.htm). The worksheet should be completed using data from a routine day of session in March, April, or May of the 2014-15 school year. READ MORE >>

Recent 4408 July and August payments have been made. Child specific payment reports are being mailed and are also available on the DQPAY screen. By selecting the proper school year, fund, payment number and service type, child specific information will be displayed on DQPAY. READ MORE >>

2013-14 High Cost STAC-3 Amendment Report Due March 25, 2015 - March 6, 2015

The STAC Unit is sending the High Cost STAC-3 Amendment Reports (HCSAR) to school districts. The HCSAR #1 lists your 2013-14 BOCES high cost 10-month public placement STACs. Please verify or correct the STAC Approval enrollment dates and “10 Month Annualized Cost” for each high cost BOCES student listed. Completed copies of the 2013-14 BOCES HCSAR #1 must be returned to the STAC Unit by the 3/25/15 deadline to avoid having your 2014-15 High Cost Aid for these BOCES students reset to $0. Application Procedures for Summer 2015 Special Education Programs - March 2, 2015

Districts and BOCES which are looking to begin a summer special education (Extended School Year) program or modify an existing approval in certain programs must receive SED approval in order to run such programs and to potentially generate state reimbursement under Section 4408 of Education Law. 2014-15 Textbook, Software and Library Materials Aid will be frozen April 30, 2015. Districts should review the 2014-15 IMA output report on SED’s state aid page and submit any necessary ST-3 changes relating to the Textbook, Software & Library Aid calculations to State Aid via 2014-15 SAMS by April 17, 2015.
