2013-14 DCERT/DSPRV Extension Period Ends September 30, 2014 - September 29, 2014

Districts have until September 30, 2014 to add missing or replace existing 2013-14 school-age 10-month private placement certifications (DCERT). Districts may also add or amend existing 2013-14 10-month school-age private placement approval requests (DSPRV) with the actual start date of service, regardless of the date of an existing 2013-14 DCERT (only through September 30, 2014). Receipients of $340 Million in Full Day Pre-K Funding Announced - August 19, 2014

Governor Cuomo announced Monday a list of the recipients of $340 million in full-day pre-kindergarten funding for school districts and Community Based Organizations statewide. The funding, included in the 2014-15 State Budget, is the first installment as part of the State's commitment to invest $1.5 billion over five years to build a Statewide Universal Full-Day Pre-Kindergarten program. REMINDER: State Aid Claims Forms and ST-3 Due September 2, 2014 - August 18, 2014

In order to avoid delayed State Aid payments, initial submission and certification of the 2014-15 SAMS Claims Forms and Annual Financial Report form ST-3 are due by September 2, 2014 via the SAMS system. SAMS can be accessed from the State Aid Web site at http://stateaid.nysed.gov or from the main New York State Education Department home page at http://www.nysed.gov. Reporting Tax Warrant 10 Days After Execution - August 14, 2014

Chapter 59 of the Laws of 2014 establishes a property tax freeze for school districts (and other municipalities) beginning with the 2014-15 school year. According to the law, STAR eligible taxpayers who reside within a "freeze-compliant" taxing jurisdiction will receive a rebate check in the Fall of 2014. For a school district to be considered freeze-compliant, the district’s tax levy must remain within the property tax levy limit and district tax warrants must be reported to Tax and Finance no later than 10 days after the warrant is executed by the district OR the governmental entity that prepares the tax rolls, bill or both. Last Extension of the Use of Lever Voting Machines - August 13, 2014

Governor Cuomo signed a bill into law that extends school districts’ ability to use lever voting machines for one final year, through December 31, 2015. If no action had been taken, use of such machines would have been prohibited after December 31, 2014. The legislation, originally passed by both the Senate and Assembly in June, can be viewed here: http://open.nysenate.gov/legislation/bill/A9321A-2013

REMINDER: SA-132 and SA-135 Due September 2, 2014 - August 7, 2014

If your district issued debt for school construction between July 1, 2013 and June 30, 2014 you must submit either an SA-132 (bonds or capital notes) or an SA-135 (BANS) to SED by September 2nd. This information is necessary to calculate the statewide average interest rate used for the assumed amortization of capital construction projects. READ MORE >>

If you are unable to attend one of our Fall Workshops, the State Aid and Financial Planning Service is conducting an abbreviated web-based workshop on Monday, September 22, at 9:00 a.m.

 

REMINDER: Schedule F6 Due September 2, 2014 - August 6, 2014

School districts must complete and submit by 9/2/14 SAMS Schedule F6 to report information on all bus borrowings (BANS and/or Bonds) made between 7/1/13 and 6/30/14. SED requires this information to establish a 2013-14 statewide average interest rate to be used to amortize and aid the cost of school bus purchases. SAMS Schedule F6 is a separate form set requiring separate certification and must be submitted by September 2nd regardless of whether other SAMS claim forms are ready at that time. Information regarding the Schedule F6 submission is found on the NYSED state aid website at: https://stateaid.nysed.gov/trans/f6_required_1415.htm
